The basic Law of the Cyprus Scientific Technical Chamber was enacted in November 1990. It was published in the Official Gazette of the Republic on 7 December 1990 and entered into force in 1992.
ΕΤΕΚ is a Public Law Legal Entity with elected officers. As a Public Law Legal Entity it formally comes under the Ministry of Communications and Works.
The object of the Chamber is to promote science in the various areas related to its members`fields of expertise, engineering and technology in general, and to develop those fields for the autonomous economic, social and cultural development of the Republic.
Within the framework of its object, ΕΤΕΚ is the Technical Advisor to the State, and in particular:
- Gives expert opinions when invited to do so by the competent authorities on any matter within the scope of its competency.
- Examines any scientific, technical, technical-economic or developmental issues related to any field of engineering science, and formulates views.
- Informs the public through communications, publications, notifications or any other appropriate means, regarding any issue of its competency and contributes to a broader understanding of the relevant issues and problems.
- Gathers statistical data and prepares statistics on matters related to any field of engineering science.
- Encourages and promotes technical education in the Republic in any field of engineering science.
- Undertakes arbitration, amperage, and settlements with regard to any issue or dispute related to engineering science.
- Participates in international organisations and unions of chambers, international unions of engineers, develops relations with corresponding organizations of other countries, organizes conferences, exhibitions and other events with a view to promoting its objects.
In relation to its members ETEK:
- Carries out registration of the members of the Chamber and issues the relevant certificates and licenses.
- Keeps registers of its members and issues professional licenses.
- Suggests the creation of new fields of engineering science and proceeds to sub-divisions of the fields of engineering science.
- Represents those practicing the profession in the Republic and abroad in any field of engineering science.
- Exercises disciplinary authority over its members in pursuance of the provisions of this Law.
- Levies and collects the set fees for any attestation, authentication or issuance of certificate or other instrument and for the conduct of arbitrations, expert opinions, or samplings or for the provision of any service.
- Proclaims honorary members and awards other honors.
Pursuant to the ETEK Law no person may practice in any field of engineering science unless that person:
(a) Is entered in the Register of the said field as an engineer in the said field, and
(b) Has been issued an annual professional license.
